Q: What is the PWM switching frequency of this unit (part # 13-15799)?

According to the manual the operating frequency is 100hz.

Q: Is this 4 channel dimmer FAA approved?

No, these dimmers do not hold FAA Approval.

Q: What size CB/Fuse is recommended for protection of the wiring and unit? The instructions do not mention that detail but with 7 amps per circuit it sounds like a 30 amp, or better, sizing for CB and wire would be required.

Per Vendor: "The selection of the fuse/breaker should be based on the current draw of the load, not the capacity of the dimmer. So, if a customer has 10 lamps each drawing 500mA, then the total load is 5 Amps and an appropriate fuse/breaker of just over 5A, like a 7.5A fuse, would be appropriate."

Q: Can a single rheostat be wired to more than one channel to allow for loads greater than one channel can accommodate?

Per Vendor: "The current handling capacity comes from the dimmer, not the rheostat. Each channel can handle up to 7A. The rheostat is just the mechanical device that tells the dimmer how much current to pass to the load. Using a single rheostat across multiple channels has not been tested. In theory, each channel still has the 7A capacity within that channel. 7 Amps is A LOT of current for small lamps and devices."
