Ohms law does not apply to LED technology. The industry standard is to compare light output intensity. For example a 24 watt tungsten bulb for sure draws ~ 2 amps at 12vdc and puts out about 600 lumens of light. A "24w" LED bulb will draw ~ 300ma and still put out 600 lumens.
Per the manufacturer: The Navstrobe beacon (11-13522) has a 300ms flash rate(this will change to 100ms after May 1st 2015).
The Navstrobe beacon (11-13522) is a replacement for the tailfin bulb. No, it is not TSO'd and only recommended for experimental aircraft.
