Q: Can you explain how these are used?

Simply screw the self aligning transfer screw into the threaded hole, place the blank over the punch and strike with a dead blow hammer. The center point of the hole as well as the diameter of the hole will be transferred to your blank. Now simply drill or punch out the hole and your piece is ready to attach.
