The tac cloths are not designed to be washed.
Yes, C60 can be used on a surface that are to be water based painted. The key with any tack cloth is method. When you use a tack cloth on any surface to remove the particle, you would always follow up with wipe down. Then you paint. Also, the tack you choose should be tacky enough to pick up particles but not so tacky it migrates to the surface. So choosing the right tack cloth and the procedure should work every time.
