The one I ordered from aircraft spruce didn’t work, my mechanic had a spare and it worked, not sure if it was sent damaged or had a manufacture defect.

Yes, r1224 does have over voltage protection.

Q: Is Lamar C611005-0103 and VR515GA are the same?

Not the exact same but it does cross ref the Cessna number so it can be used as a replacement.
