Per our product support manager, this is your best bet and it will not harm the plastic. However, 15 years is a long time so it may still not come off.
This material is used for adhesive residue, but it will depend on the top coat paint if it is compatible or not. This can be used used on most polyurethane top coats, but always best to try it on a small un-noticeable area first.
